Intesa (Havant Group) qualifies as an Electronic Attestation Verifier in the IT-Wallet ecosystem: it is the first private provider
Turin, 7th September 2026 – Intesa, a Havant Group company with over 35 years of experience in digital transformation and among the main qualified trust service providers in Italy and Europe, announces its accreditation in the IT-Wallet federation as an Electronic Attestation Verifier, achieved on July 9, 2026. To date, Intesa is the only private operator present in the IT Wallet federation registry with this role: the other accredited verifiers are IPZS, public administrations, and entities that are holders of authentic sources.
The architecture of Italian digital identity took shape between July 23 and August 3, 2026, with the publication in the Official Gazette of two key measures: the Prime Ministerial Decree of June 17, 2026, which approves the Guidelines for experimentation, and the decree of March 19, 2026, aimed at dividing operational tasks between PagoPA and the State Printing Office and Mint (IPZS). These decrees define the perimeter of system roles; however, pending the AgID regulation, access remains governed by the technical channel towards the Trust Anchor managed by IPZS, open to all entities meeting the necessary requirements.
Accreditation requires managing, to all intents and purposes, a trust infrastructure: cryptographic keys, certificates with limited validity, continuous compliance with the technical profiles of the Trust Anchor. It is a commitment closer to managing a Certification Authority than to an application integration, and for Intesa it relies on consolidated experience as a Qualified Trust Service Provider and on participation in European projects on the European Digital Identity Wallet, from the Potential Consortium to the current WE BUILD Consortium.
“On December 24, 2027, the obligation provided for by art. 5f of the eIDAS2 Regulation comes into force to accept the Wallet as a strong identification and authentication tool. It concerns private entities required by law to perform strong customer authentication and operators in regulated sectors: banks, payment institutions, insurance, telcos, energy, transport, healthcare, and education. Between now and that date, less than 16 months remain, which is very little time to understand which attributes are actually available and with what level of assurance, how the user flow will change, which steps in internal verification processes will become superfluous, and which will need to be rewritten” declares Simone Baldini, Head of Business Compliance at Intesa. “The useful question today is not whether to get accredited, but when to start testing”.
For entities falling within these sectors, Intesa makes available its already accredited infrastructure to immediately launch proofs of concept on real use cases: age verification in an onboarding flow, residence check, validation of a qualification. A path that entails no regulatory commitments but allows organizations to understand in a few weeks how to integrate into a complex ecosystem involving different actors, accreditations, and responsibilities.
Marco Broggio, Chief Solution Officer at Intesa, adds: “The role of Verifier represents for us only a starting point. We are working on three directions: acting as a Relying Party Intermediary (aggregator entities) for organizations wishing to access the federation without developing their own infrastructure; evolving into an Electronic Attestation Provider, both qualified and non-qualified, for public and private authentic sources; and supporting companies as a technology and consulting partner, from feasibility analysis to operational execution”.
With this milestone, Intesa consolidates its positioning as a point of reference in the qualified trust services market, offering companies the regulatory expertise and operational experience indispensable for guiding the transition toward European digital identity.
